2019 MTCC-Asia Postgraduate Programs

1. Background

The International Maritime Organization (IMO) and European Union (EU) reached an agreement in December 2015 to establish Maritime Technology Cooperation Centers (MTCCs) in five regions, namely, Asia, Africa, the Caribbean, Latin America and the Pacific. The overall objective is to enhance capacity building towards mitigating climate change. This is to be achieved through the effective adoption of global efficient energy measures by way of technical mentorship, professional training, data collection, and regional coordination in adhering to international regulations on energy efficiency of ships. In December 2016, Shanghai Maritime University (SMU) entered into an agreement with IMO as the Host Institute of MTCC-Asia, which was then inaugurated in May 2017. The center serves as a promotional hub in Asia for IMO-EU MTCC projects by providing innovative technologies in curbing Green House Gas, sharing of technical expertise and discovering innovative ways to reduce carbon emissions and shipping costs through conferences, workshops, Maritime Education and Training, and technological co-operations. 


To cultivate quality and professional maritime talents in Asia is one of the tasks for MTCC-Asia. To this end, SMU will take in prospective international students on the following programs: Marine Engineering, Vehicle Operation Engineering, TransportPlanning and Management. In 2018, SMU offers scholarships to a total of 10international enrollments of students in these programs, subject to the following terms and conditions.


2. About Shanghai Maritime University

Located in Shanghai, China, the University was founded in 1909 and has become a multi-disciplinary University pursuing education, training and research in engineering, management, economics, law, liberal arts, and science, but with a special emphasis on international shipping, port, and ocean spheres. At present the University accommodates about 23,000 full time students, running post-doctoral research stations, 19 doctoral programs, 59 master’s degree programs and 45 bachelor’s degree programs. 


In the year of 2018, there are more than 900 international students studying at SMU with different educational backgrounds, coming from more than 70 countries from Europe, Asia, Africa, and America.  


3. Objectives of the Programs

The programs aim to develop international students with the following qualities:
- Systematically qualified as postgraduates in the field of maritime science, both in the respect of theoretical and research capabilities; 
- Excellent in both theory and practice, especially in the legal framework of IMO and EU for shipborne GHG control and energy efficient promotion, and related practical operations. This will be achieved through a tailor-made curriculum for MTCC without prejudice to the general requirement of postgraduate education;
- Potentially fit for the design, research, management and supervision of maritime-related GHG control and energy efficiency promotion after graduation.


4. Features of the Programs

- Degree programs tailor-made for MTCC-Asia;
- Strong connections to IMO, EU and MTCC affairs;
- Internationalized, in terms of faculties, teaching and learning materials, curriculum design etc.


5. Eligibility of the Candidates

- Educational background related to the programs;

- From Asian maritime countries, with non-Chinese citizenship; 
- English Proficiency: TOEFL 80 or IELTS 6.0Applicants whose previous degree was taken in English are exempted)Those applying for master's programs must have a bachelor's degree and be under the age of 35.
- Those applying for the doctoral program must have a master's degree and be under 40 years of age
- Those who have working experience and good overall performance for ship and port operations, maritime administration, maritime education and training will have priority for enrollment.
- Chinese citizens who apply to study abroad as an international student after they have immigrated to a foreign country must hold a valid foreign passport or nationality certificate for four years or more. Applicants should provide proof of residence abroad for more than two years.


6. Scholarship Details

SMU will provide full tuition fees, on-campus accommodation, monthlyliving costs (RMB3000 for master’s candidates and RMB 3500 for doctoral candidates.) and comprehensive medical insurance for students of the programs. Other expenses are to be borne by the students themselves. 


7. Documents to be submitted for Application

- Degree certificate, diploma or official proof of expected graduation (the diploma or certificate must be in Chinese or English with official school stamps or a notarized version in Chinese or English);

Relevant transcripts (transcripts must be in English with official school stamps or notarized seal):

Two recommendation letters preferably from academic institutions and government supervisors (in English); For doctoral applicantsthey MUST have one recommendation letter from the prospective SMU supervisor they wish to research under and the other recommendation from their previous university; Applicants are to ONLY use SMU’s Recommendation Letter Form for International Student Applicants (see attachment)Scholarship applicants should upload the completed forms on the website and attach the original copy when mailing the documents; 

Certificate of attestation issued from your school; Applicants are to ONLY use SMU’s Certificate of Attestation for International Students form (refer to attached instruction below); 

TOEFL 80 or IELTS 6.0;

Statement of purpose - around 1000 words for master’s degree candidates, whiles doctoral candidates are to write around 1500 words. Topics to cover study and work experience, academic research results, planned research proposals, and personal development objectives after graduation:

Catalogue and abstracts of published papers, as well as other documents that can prove academic ability;

Copy of your passport bio-data; thus, the page with your biographical data (name, date of birth, passport number, expiration date, place of issue, and passport type information) and passport-sized photo;

Medical examination report.


8. Enrollment: Shanghai Maritime University reserves the right to admit international students by written test or interview.

The enrollment result will be issued in the middle of June 2019. The offer package will be delivered after that.


9. Note:

- The applicant is to submit a notarized copy of all documents used in applying to SMU by post to SMU.

All applicant are to ensure that the all scholarship (CGS or SGS) forms are signed before mailing it to the address below.

Applicant should ensure that they submit their recommendation and attestation certificate using SMU prepared format (please see the attachment for details); Furthermore, read the instruction written below the SMU certification of attestation format.


10. Important Dates and Arrangement

Applicants should first apply online on both CGS and SGS websites and; and then send their original documents to SMU by post before May 15th.

After receiving the documents, evaluation will be undertaken by SMU, and applicants will be informed of the result of evaluation and enrolment decision by the middle of June
Those admitted should apply for visa and prepare for study in August. The date for registration is around Sept each year (The exact date will be written on the Admission Letter.)
Students will graduate in July 2022, and those who complete their studies after three years will be awarded with a degree certificate, which is officially acknowledged by the Ministry of Education, China. 
Students can take three years of study in Shanghai. However, they can apply for a facility of one year at SMU, with the other two years elsewhere but under the supervision of their supervisors. (Scholarships will be released only for those who stay in Shanghai for the duration of their studies, tuition fees excepted).

Attachment 1:

Master’s Degree Program: Marine Engineering


The Marine Engineering program integrates comprehensive high-tech disciplines, including ship, machinery, electric, heat, and automatic control engineering. The program has strong advantages in three domains: marine engine system simulation and control, modern engine management and ship-refrigerated transportation. Marine Engineering covers the main areas of professional expertise needed for MTCC.


Educational Objectives:

This program is designed to cultivate talented marine engineers for MTCC affairs, by promoting their knowledge and skills in technical management, maintenance and supervision over modern ships’ main engines, as well as capabilities in technological development for marine engine related services and products.


The detailed objectives are as follows:
Deepen knowledge of the performance of ships’ engines, and on the technical management, maintenance and supervision of engines; 
Master basic test technologies, data analysis and computer application programming technology as well as be competent in scientific research, teaching and management;
Excel at both theory and practice, especially in legal framework of IMO and EU for ship-borne GHG control and energy efficiency promotion, and related practical operations;
Potentially fit for the design, research, management and supervision for maritime-related GHG control and energy efficiency promotion after graduation.

Master’s Degree Program: Vehicle Operation Engineering

Closely linked to the activities of MTCC, the Vehicle Operation Engineeringis one of the programs under Communication and Transportation Engineering which is a first-level discipline offered in Shanghai Maritime University. 


Educational Objectives

The Vehicle Operation Engineering program aims to train and develop specialized expertise in vehicle (vessel) operations and transportation system management. In addition, the discipline is designed to encourage students to conduct research work independently. 


The detailed objectives are as follows:
