IMO opens National Training Course for Simulator Instructors at SMU

From February 20 to February 24, IMO and the Maritime Safety Administration of the People's Republic of China opened the National Training Course for Simulator Instructors at SMU. 40 students from China’s maritime universities and maritime administrations attended the training course.

On the morning of February 20, Mr. Chen Aiping, Executive Deputy Director of China MSA, Mr, Xu Guoyi, Director of Shanghai MSA, Mr. Li Enhong, Director of the Seafarer Management Department of China MSA, Mr. Mahapatra, Deputy Director of the Maritime Safety Division of IMO, two Specialists of IMO, Mr. Arun Mehta and Mr. Ashok Pant, Prof. Yu Shicheng, Chairman of SMU University Council and Prof. Jin Yongxing, Vice President of SMU attended the opening ceremony.

Mr. Chen Aiping, Executive Deputy Director of China MSA expressed his gratitude to SMU for its hosting this training program. Then he gave an introduction to China’s implementing the Revised STCW Convention and Code adopted at the Manila Conference. He hoped that the students to cherish this opportunity to learn as much as possible.

Prof. Yu Shicheng, Chairman of SMU University Council extended his warm welcome to all the guests and expressed his sincere gratitude to the constant support of the Ministry of Transport of the People's Republic of China and the Shanghai Maritime Safety Administration.

Mr. Mahapatra looked back on the good cooperation with SMU in the Regional Seminar on Familiarization with the Manila Amendments to STCW Convention and Code in 2010. He also briefed on the goals and matters needing attention of the training course.

On the afternoon of February 24, Mr. Mahapatra, Mr. Arun Mehta and Mr. Ashok Pant, Mr. Chang Fuzhi, Deputy Director of Shanghai MSA and Prof. Jin Yongxing, Vice President of SMU attended the Closing Ceremony.
Prof. Jin Yongxing delivered a speech in which he offered his congratulations on the students’ smooth completion of courses. He also proposed the expectations of the future maritime education.

Mr. Chang Fuzhi, Deputy Director of Shanghai MSA on behalf of the Maritime Safety Administration of the PRC extended his gratitude to IMO for its support to the development of the Chinese seafarers. Then he conveyed his congratulations to the students and hoped that they could apply what they learn in classes to the training practices. He also called on the various circles to pay close attention to the construction of the Shanghai National Estimation Centre for Seafarers.

Mr. Mahapatra, Deputy Director of the Maritime Safety Division of IMO valued highly the students’ performance and the teaching facilities of SMU.

Mr. Mahapatra, Mr. Chang Fuzhi and Prof. Jin Yongxing awarded the Certificates of Completion to the 40 students. The certificates were issued jointly by IMO and the Maritime Safety Administration of the PRC.

This training course was hosted jointly by the Shanghai MSA and SMU. Mr. Mahapatra, Mr. Arun Mehta and Mr. Ashok Pant were instructors of the course. The course lasted for a week during which the instructors made full use of the COSTAMARE Engine Room Integrated Laboratory and other facilities of SMU. This state-level training course was an important action taken by the Chinese government for the implementation of the Manila Amendments to STCW Convention and Code.
