SMU Undertook the Regional Training Course for Flag and Port State Control Officers

From December 4th to December 15th, the Regional Training Course for Flag and Port State Control Officers was held in Shanghai. 18 trainees and representatives from China, Kampuchea, Malaysia, Burma, Laos, Vietnam, Indonesia, Philippines, Thailand and other countries participated in the training project. Mr. Wu Hongbing, Deputy Director of Shanghai Maritime Safety Administration, Mr. Shi Xin, Vice President of SMU, and Mr. HüseyinCahitYalcin, Representative of IMO attended the opening ceremony.

 

Mr. Wu Hongbing, the Deputy Director on behalf of the Shanghai maritime Safety Administration, extended warm welcome to the arrival of the students. He said that this training project is the longest one compared with the other similar training projects aiming to improve the performance of international maritime conventions and strengthen supervision and inspection, cooperation and exchange of experience of regional flag and port states. He hoped that everyone could learn from this course and promote mutual understanding and common development in the process of learning.

 

Mr. Shi Xin, the Vice President extended a welcome speech on behalf of SMU. He said that, as an important member of China's maritime education and training, SMU has always attached great importance to the participation of international maritime affairs. Last year, IMO officially announced SMU as one host unit of Maritime Technology Cooperation Center for Asia (MTCC-Asia). We welcome more people pay attention to and participate in various activities hosted by MTCC-Asia and SMU would try its best to provide support for the training project.

 

Mr. HüseyinCahitYalcin expounded the origin and significance of this training course in a comprehensive way.

 

This training courses will be taught by 8 experts from International Maritime Organization, Shanghai Maritime Safety Administration, Shanghai Maritime University and the DNV-GL Group in accordance with the IMO requirements on model curriculum, covering the International Convention on the Safety of Life at Sea(SOLAS), International Convention on Standards of Training(STCW), Maritime Labor Convention(MLC) and Recognized Organization Code(RO Code) and other international conventions, as well as IMO information system, case analysis and simulation of ship and port state supervision and inspection etc..

 

This training course was hosted by IMO and Maritime Safety Administration of the People’s Republic of China. It was jointly undertook by Shanghai Maritime Safety Administration and SMU.
