项目背景：
中国政府奖学金“丝绸之路项目”是教育部资助的奖学金项目，用于招收来自“一带一路”沿线共建国家的优秀国际学生来华学习。上海海事大学“一带一路国家互联互通航运英才研究生培养项目”欢迎“一带一路”沿线部分共建国家的优秀青年申请。项目提供全额奖学金资助。
Background
China Government Scholarship on Silk Road project is a scholarship program funded by the Ministry of Education. Shanghai Maritime University “One Belt and One Road” Shipping Talents Master's Program welcomes applications from young outstanding applicants from some intended countries along the Belt and Road.
专业特色及优势
交通运输规划与管理学科立足上海海事大学特色，主要研究港口、航运、物流以及综合交通领域相关的理论、方法和技术，以满足交通运输在效率、经济、节能、环保、安全等方面目标要求。该学科1981年获硕士学位授予权，1998年获博士学位授予权，1996年被评定为交通部重点学科，2007年被列为国家重点（培育）学科。2014年我校开设交通运输规划与管理全英文硕士专业，深受留学生欢迎，专业开办以来共有39名毕业生。在近日高等教育评价专业机构软科发布的2023“软科世界一流学科排名”（Shanghai Global Ranking of Academic Subjects）榜单上，我校交通运输工程学科跻身世界百强。
Program Features & Specialty:
Transport Planning and Management is one of the specialties of Shanghai Maritime University. The program mainly studies the theories, methodology and technologies relating to ports and shipping, logistics, and comprehensive transportation models to meet transportation demands in terms of efficiency, economics, energy saving, and environmental protection and safety. The discipline “Transport Planning and Management” was authorized to confer masters degree in 1981 and doctorate degree in 1998. In 1996, it was rated as a key discipline of the Ministry of Communications, and in 2007, it was listed as a national key (Training) discipline. In 2014, SMU launched English language masters degree program in transport planning and management which have become very famous and has graduated a total of 39 international graduates since its introduction. According to the “2023 World-class Subjects ranking” by “Shanghai’s Global Ranking of Academic Subjects”, Our university’s discipline of Transportation Engineering was listed in the world’s top 100 subjects.

申请资格
具有学士学位或同等学历，学习成绩优秀，35周岁以下，身体健康，雅思 6.0/托福 80/剑桥英语 B2（或以上）证书，日期在最近两年内。中国公民移居外国后，以留学生身份申请出国留学的，必须持有四年或四年以上的有效外国护照或国籍证书。申请人应提供在国外居住两年以上的证明。
Eligibility & Criteria
Applicant must have a bachelor degree or its equivalent, excellent academic performance, healthy, below 35 years old, and have obtained IELTS 6.0 / TOEFL 80 / Cambridge English B2 (or above) within the last two years.
申请材料
1.《中国政府奖学金申请表》（中文或英文填写）。
2.护照首页。如现持有护照有效期不符合要求（护照有效期应晚于 2024 年 9 月），请及时换发新护照。
3.经公证的最高学历证明。如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明。
4.学习成绩单（自本科阶段起）。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证。
5.语言能力证明。雅思 6.0/托福 80/多邻国110/剑桥英语 B2（或以上）证书，日期在最近两年内。
免英语水平证书：
(1)英语为母语者；
(2)高中课程以英语授课的申请人；
(3)可提供其他同等英语水平证书的申请人。
6.来华学习计划。应提交中/英文学习计划（1000 字以上）。
7.推荐信。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写。
8.《外国人体格检查表》复印件（原件自行保存，此表格由中国卫生检疫部门统一印制，须英文填写）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为 6 个月。
9.无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前 6 个月以内的证明文件。
Application Documents:
1. China Government Scholarship Form (Filled in English or Chinese)
2. Passport bio data page: If the passport validity does not meet the requirement (meaning passport expires before September 2024), please renew your passport before submitting the application.
3. Notarized copy of highest diploma / degree: Prospective diploma or degree applicants must submit an official certificate of expected graduation issued by their current institution.
4. Academic transcript (from undergraduate level): Transcripts should be in English or Chinese showing records from first to last academic semesters, and must be issued by Academic Affairs Office, Graduate School or competent administrative department. Transcripts in other foreign languages must be translated and notarized as required.
5. Language proficiency certificate: IELTS 6.0 / TOEFL 80 / Duolingo English Test 110 / Cambridge English B2 (or above) obtained within the last two years.
Exemption from English Proficiency:
a. Native English speakers
b. Applicants whose high school / undergraduate courses are taught in English
c. Applicants who can provide other equivalent English proficiency certificates
6. Academic study plan: A study plan written in English or Chinese containing more than 1,000 words or characters.
7. Two recommendation letters: Applicant must submit two recommendation letters (written only in English or Chinese) issued by an associate professor or a professor. These letter must describe applicant’s objective of studying in China, comprehensive abilities, and evaluation for future growth, as well as the cooperation between supervisors, or exchange between universities in China and abroad
8. Foreigners medical examination: A photocopy of Foreigners Physical Examination form completed in English (the original copy is kept by applicant). This form is designed by the Chinese Quarantine Authority. The physical examination must cover all the items listed in the Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital, or a sealed photograph of the applicant are invalid and test result is only valid for 6 months from date of issue.
9. Certificate of non criminal conviction: Applicants are required to submit a valid certificate of no criminal record issued by a local public security issued within the 6 months prior to the the date of application.
申请流程
第一步：申请人于2024年5月20日前，在国家留学基金委来华留学网上报名系统提交申请(https://www.campuschina.org/)。请选择B类。上海海事大学招生机构代码：(10254)。
第二步: 同时在上海海事大学在线申请网站（https://gjy.shmtu.edu.cn/register）提交申请
第三步：上海海事大学于5月底前完成材料初审、面试及学校奖学金评审，发放中国政府奖学金高校研究生项目预录取通知书。
第四步：上海海事大学将通过初审的申请材料寄送至国家留学基金委，由国家留学基金委确定最终录取结果并反馈学校（具体时间由国家留学基金委确定）。
第五步：上海海事大学公布录取结果，7月31日前向录取者发送《录取通知书》和《外国留学人员来华签证申请表》(JW201表).
Application Procedure:
Step 1: Applicants must submit their applications to CSC Online Application System
(https://www.campuschina.org/) before May 20th 2024; Please choose category B and note that SMU agency number is (10245)
Step 2: Applicants are also required to submit their application to SMU via （https://gjy.shmtu.edu.cn/register）
Step 3: Shanghai Maritime University will complete the review of application materials, conduct interview and overall evaluation before the end of May. Afterwards, a Pre-admission Notice of Chinese Government Scholarship shall be issued to successful applicants.
Step 4: Shanghai Maritime University shall send application materials of successful applicants to to China Scholarship Council for expert review and the CSC is solely responsible for the declaration of final successfully admitted candidates (specific review duration is determined by CSC).
Step 5: Upon reception of final notice from CSC, Shanghai Maritime University shall announce the admission result, and Admission Notice and Visa application form (JW201) shall be sent to admitted applicant before July 31st.
