In order to enhance the ability and level of maritime international talents to participate in international maritime affairs, and to cultivate high-level maritime professionals with international perspectives and expertise, the 2025 Maritime International Talent Training Program was launched on May 8 at Shanghai Maritime University. Fifty-one participants from Shanghai Maritime Safety Administration, Tianjin Maritime Safety Administration, Liaoning Maritime Safety Administration, Shandong Maritime Safety Administration, Zhejiang Maritime Safety Administration, Hainan Maritime Safety Administration, Changjiang Maritime Safety Administration, Xiamen Maritime Safety Administration, and Eastern Navigation Service Center of China MSA, attended the program. The opening ceremony was attended by Chu Beiping, President of Shanghai Maritime University, Xie Qunwei, Director of Shanghai Maritime Safety Administration, and other relevant leaders from maritime institutions. The ceremony was hosted by the Dean of International Education College, SMU.
Chu Beiping expressed his gratitude to the maritime institutions for their long-term support of the university and warmly welcomed the participants. He pointed out that, given the continuous iteration and upgrading of the global maritime governance system, international maritime rules and technical standards, training high-quality international maritime talents is a key measure to serve national strategies and enhance international discourse power. This training program will focus on improving professional knowledge, grasping industry trends and developing practical abilities to cultivate the core force for the Chinese maritime system on the international stage, in line with the demands of the country’s shipping industry development.
Xie Qunwei thanked the university for its long-standing strong support to the maritime system. He emphasized that maritime management and services are crucial for the stable operation and development of the shipping industry. International maritime management talent is an indispensable strategic resource for China's maritime development. For China’s maritime sector to go global, it requires talents with international vision, innovative spirit, familiarity with global maritime trends, and expertise in international maritime rules. This training program, jointly organized by nine maritime institutions, is of significant importance for implementing the Ministry of Transport's requirements for cultivating top-tier maritime talents, ensuring the stable development of the shipping economy, and enhancing China's ability to participate in global maritime governance.
In this training program, Shanghai Maritime University will leverage its international resources in the shipping and maritime fields, as well as its strengths in management science and engineering disciplines. The university will focus on deepening research on international maritime technology and conventions, interpreting rules and promoting management innovation. The program will be conducted in both Chinese and English, with an emphasis on improving participants' foreign language skills, mastering international maritime conventions and rules, and building the capacity to participate in maritime governance. This will help enhance China’s influence in key areas such as international maritime convention amendments, maritime technical standards formulation, and maritime service innovation, providing talent support for China's deep involvement in international maritime organization affairs and contributing to the high-quality, sustainable development of the Chinese shipping industry.
After the opening ceremony, Xie Qunwei and other leaders visited the university’s Research and Development Center for Marine and Rule of Law Data Infrastructure. President Chu Beiping introduced the overall layout and planning of the center, Marine and Rule of Law Data Authentication and Computing Power Center, and the Transportation Trusted Data Space Laboratory. He also elaborated on the work carried out by the center in national digital maritime rights maintenance, as well as in applications related to shipping, international arbitration, insurance, and other scenarios.
