Application Guide to the Shanghai Government Scholarship

for International Students
(2026 Intake)

To support the development of Shanghai as a global center for science, technology, and innovation, to promote international exchange and cooperation, and to attract outstanding international students to pursue their studies in Shanghai, the Shanghai Municipal People’s Government established the Shanghai Government Scholarship for International Students (hereinafter referred to as SGS) in 2006.

The scholarship aims to support excellent international students to undertake degree programs at higher education institutions in Shanghai.



I. Scholarship Categories and Coverage

The Shanghai Government Scholarship is divided into Type A and Type B.

Type A (Full Scholarship):
Type A covers tuition, accommodation, living allowance, and comprehensive medical insurance for the approved duration of study. It is designed to support outstanding international students applying for undergraduate, master’s, and doctoral degree programs.

Type B (Partial Scholarship):
Type B covers tuition and comprehensive medical insurance for the approved duration of study. It is intended for excellent international students applying for undergraduate, master’s, and doctoral degree programs.

II. Eligibility Criteria

Applicants must meet all of the following requirements:

Nationality and Health:
• Applicants must be non-Chinese citizens and be in good physical and mental health.

Age and Educational Background:
Undergraduate programs: Applicants must have obtained a high school diploma or above and be under 25 years old.
Master’s programs: Applicants must hold a bachelor’s degree or above and be under 35 years old.
Doctoral programs: Applicants must hold a master’s degree or above, demonstrate strong academic research ability, and be under 40 years old.
Pre-college programs: Applicants must have obtained a high school diploma, be under 23 years old, and hold a pre-admission letter for an undergraduate program issued by a Shanghai university.

Academic Performance:
• Applicants must demonstrate outstanding academic performance and strong study potential.

Scholarship Status:
• Applicants who are currently receiving any other scholarships funded by the Chinese government or other organizations are not eligible to apply for SGS.



III. Application Procedures

Application Period:
December 1, 2025 – April 30, 2026

Application Process:
• Applicants shall complete the Shanghai Government Scholarship Application Form for International Students.
• The completed and signed form must be uploaded to the online application system when submitting the application through Shanghai Maritime University’s international student application portal:

IV. Scholarship Management and Evaluation

Shanghai Maritime University will conduct an annual comprehensive evaluation of scholarship recipients based on their academic performance, learning attitude, attendance, and overall conduct.

• Students who pass the evaluation will continue to receive the scholarship for the following academic year.
• Students who fail the evaluation may have their scholarship suspended or terminated for the subsequent year.
• Evaluation results will be publicly announced and reported to the Shanghai Municipal Education Commission.
